Your Hungarian degree could take you far beyond Hungary in 2027. The Pannónia Scholarship Programme is paid for by the Hungarian government and coordinated by the Tempus Public Foundation. It supports study abroad and research mobility and traineeships through partner Hungarian universities. The University of Debrecen and Óbuda University already have 2026 to 2027 opportunities. Semmelweis University has announced that a new application window is coming.
One thing must be clear before you start. Pannónia is for students who are already enrolled in Hungary. It does not give admission to a new degree in Hungary and you cannot use it to start a Hungarian degree from abroad.

- Extra support for Excellence mobility. Tuition, travel and accommodation support under its rules

Who Can Apply
Nationality alone does not decide your eligibility. Your enrolment and residence status and any existing scholarship and the type of mobility all matter. Rules also change from one university to another.
- University of Debrecen research call. You must be an active master’s or doctoral student. Students in undivided programmes need seven completed semesters. You must be a Hungarian citizen or hold a valid residence permit that covers your application and your travel
- Semmelweis University. It lists narrower groups by citizenship and residence. Do not assume the Debrecen residence rule applies there
- Óbuda University. Holders of the Stipendium Hungaricum scholarship can join only short term mobility
- Budapest University of Economics and Business. Its long term study call excludes Stipendium Hungaricum holders
Check your eligibility at your current university first. A great placement abroad cannot override the rules of your sending university.

Add your own mobility category to the search. Do not wait for a national launch if your own call is already open.

How To Apply
- Pick your university call: Start with the Debrecen research call or the Óbuda calls or the Semmelweis study mobility instructions depending on where you are enrolled.
- Build a useful placement: Choose an eligible host. Agree on how its courses or research will count toward your degree. Debrecen research applicants need host acceptance and a research plan approved by a supervisor.
- Prepare your documents: Debrecen asks for academic records and B2 language proof and a CV with a photo and a motivation statement along with the research documents. Óbuda asks for a certificate of active student status and academic records.
- Submit to your own university. Use the Debrecen online system or the Óbuda outgoing exchange portal. Semmelweis manages applications through My Semmelweis.
- Finish approval before you leave. Complete the learning or research agreement and the grant agreement. Arrange the host and insurance and visa where needed. Being selected and getting permission to travel are two separate steps.
What To Confirm Yourself
- The source does not state one English test rule for all applications. Check the call of your own university
- The source does not say whether you can study in your country of citizenship. Ask your international office
- Further rounds at other universities have no confirmed date
