What This Fellowship Actually Is
The Hong Kong PhD Fellowship Scheme is funded by the Hong Kong government through its Research Grants Council. The goal is to bring talented PhD students from around the world into Hong Kong’s top universities.
There is no application fee. There is no restriction based on nationality, gender, religion or political background. Anyone from any country can apply.
That openness is not common. Many national scholarship programs quietly favor certain regions or partner countries. This one does not.

Eight universities take part in this scheme. All of them are established research active institutions:

The scheme is broad. It covers six major fields:

How Much Does It Actually Pay
This is where the fellowship becomes genuinely competitive with programs in the US UK or Europe.
Each fellow receives:
- An annual stipend of HK$344400 roughly US$44150
- A yearly travel allowance of HK$14400 roughly US$1840 for conferences and research trips
For context that stipend is enough to cover living costs in Hong Kong comfortably for a single graduate student with room to save. It is also higher than many equivalent PhD stipends offered in parts of Europe.
The fellowship runs for three years. If your research takes longer to finish which is common in many fields, your university may provide additional support beyond that period.
Who Can Apply
The eligibility rules are refreshingly simple:
- Open to any nationality
- Must be applying as a new full-time PhD student
- No prior work experience required
- English proficiency must be demonstrated either through an IELTS score or proof that your previous degree was taught in English
There is no age limit mentioned and no restriction based on your undergraduate or master’s institution. What matters is your academic record and your research proposal.
How the Application Process Works
This part trips a lot of applicants up so pay attention to the order.
Step 1: Initial Application to the Research Grants Council
Before applying to any university you must first register through the HKPFS Electronic System and get a reference number. This step has a hard deadline of 1 December 2026 at 12:00 noon Hong Kong time.
Step 2: Full Application to Your Chosen Universities
Once you have your reference number you apply directly to your chosen PhD programs. You can apply to up to two programs across one or two of the eight universities. Each university application must include your HKPFS reference number.
Skipping Step 1 or applying to universities without first registering with the Research Grants Council will likely disqualify your application. This is not a step to leave until the last minute.
