How do you stand out when a university can nominate just five international students?
That is the situation at Jilin Agricultural University (JLAU) for the 2027/2028 Chinese Government Scholarship High-Level Postgraduate Program with the slots still pending CSC approval. Every nominated student receives full tuition, free accommodation, a living allowance and comprehensive medical insurance for the whole Master’s or PhD.
The university reads each file closely. So the real test is not whether JLAU has room for you. It is whether your documents, language proof and two separate online submissions are flawless before 10 February 2027.

A Specialist University, Not a General One
JLAU is a provincial key university with more than 27,000 full-time students. It was built jointly by the Jilin provincial government and China’s Ministry of Agriculture and Rural Affairs. It was also the first provincial institution in Jilin to gain doctoral degree-awarding authority.
Its international footprint is real. It has agreements with 100 universities and research institutes across 31 countries, belongs to the China-Africa Universities 100 Cooperation Plan, and has built an agricultural technology demonstration center in Zambia.
If you work in agriculture, rural development, food science or a related applied field, that network gives you a genuine research community. Outside those areas, check the majors catalogue (Annex 1) before you invest time. This is a focused institution.
Financial Benefits
Tuition, accommodation, living expenses and medical insurance are covered. Your international flights are not.
| Level | Duration | Funded |
| Master’s | 3 years | Tuition, application fee, accommodation, living expenses, medical insurance |
| PhD | 4 years | Same package for one extra year |
One gap deserves a warning. JLAU’s brochure does not publish a monthly stipend amount. Treat any exact figure on third-party websites as unconfirmed until the admissions office gives it to you in writing.
The majors list can also still change. It is only final once the Ministry of Education and your admission letter are issued.
Do You Qualify? Eligibility requirements
Nationality, age, degree level and language proof must all line up before JLAU reads your file.
| Requirement | Master’s | PhD |
| Prior degree | Bachelor’s, academically excellent | Master’s, academically excellent |
| Age | Under 35 | Under 40 |
Everyone also needs:
- Non-Chinese citizenship
- Good physical and mental health
- Language proof for your route (see below)
Chinese-taught programs: HSK Level 4 or above. This is waived only if your previous degree was taught in Chinese at a Chinese university.
English-taught programs: at least one of these: native English speaker, official-language English speaker, English-major degree holder, TOEFL 85 or higher, or IELTS 6.0 or higher.
Meeting these conditions gets your file read. It does not earn a nomination. Each academic school still judges your academic ability and language level against the major you chose. A borderline language score is much easier to fix now than after you submit.

This is the China Scholarship Council’s national Type B checklist, which JLAU’s own list is built from. Check JLAU’s Annex III for any extras.
- Chinese Government Scholarship application form, generated after CSC registration
- Passport photo page (the passport must stay valid well past your enrolment date)
- Notarized highest diploma, or proof of student status if you are in your final year
- Full academic transcripts, sealed by your university
- Language certificate (HSK, IELTS or TOEFL)
- Pre-admission document from JLAU: an admission letter, pre-admission letter or supervisor invitation, sealed by its international admissions office
- Study plan of at least 1,000 characters or words (PhD plans must be signed by your Chinese supervisor)
- Two recommendation letters from professors or associate professors
- Portfolio, for art or design majors only
- Guardian documents, only if you are under 18
- Foreigner Physical Examination Form, in English, with physician signature and hospital seal
- Non-criminal record certificate from your local police
Two timing traps: the medical form is valid for 6 months, and the police certificate should normally be issued within 6 months of submission. Schedule both close to your submission date.
Item 6 comes from JLAU itself, so ask for it early rather than discovering a delay in January.
Your files must also be identical in both application systems. Mismatched documents are grounds for rejection. Build one master set and upload the same files twice.
Key Dates
| Milestone | Date |
| Application deadline | 10 February 2027 |
| Academic review | Around 15 March 2027 |
| Pre-admission notices and CSC upload | By 28 March 2027 |

Two Systems, Six Steps (Application Process)
JLAU is blunt on this point: applying only through CSC means it will not be able to accept your application. Both systems are mandatory.
- Register on the CSC system.
- Choose Type B
- Enter agency number 10193
- Submit your details and download the application form.
- Email the form to aboard@jlau.edu.cn, the International Student Admissions Office.
- Mirror everything on JLAU’s portal, using exactly the same documents.
- Pass the academic review. Around 15 March 2027, each school reviews your academic ability, language and potential, by interview or written test.
- Confirm your pre-admission notice. JLAU emails successful applicants by 28 March 2027. Upload that notice and any remaining materials to the CSC system by the same date.
- Wait for the CSC decision in July or August 2027.
Pre-admission is not a scholarship. It is JLAU’s recommendation. The China Scholarship Council makes the final funding call.
